Migrating and setting up config

I recently migrated servers with a drupal installation. I followed the directions here http://wiki.civicrm.org/confluence/display/CRMDOC32/Moving+an+Existing+Installation+to+a+New+Server+or+Location and have cleared all drupal and civicrm caches. backend_config is set to null. Any path in civicrm loads a page stating that it cannot write to the old server and provides a link to the update config page which loads fine. I set the path to sites/default/files and press save and I am presented with the same page stating that it can't write to the old server location. I spent about an hour on IRC so far trying to trouble shoot.
The question seems to be where else would be directing to the previous server?

You deleted all cache files from the CiviCRM files directory? And you updated of course the directory settings in civicrm.settings.php?

One approach is to remove your CiviCRM install altogether, reinstall CiviCRM fresh, and then replace your new "empty" database with your existing one and null the config_backend. That should work.

That is exactly what i did to get where I am. Installed civicrm fresh to an empty db and imported the old db using phpmyadmin. I have cleared the caches for Drupal and Civicrm. When I click the link to run the update config on the error screen there is a message at the top of the update page that says the settings were saved. This doesn't seem to mean any thing though.

You updated the directory settings in civicrm.settings.php?

the db settings for drupal and Civicrm are correct in civicrm.settings.php. The file path settings and base url are also correct.

Not sure. Did you confirm that the original vanilla install worked fine? If so, it's hard to say what might be the issue without examining the site.

I have re installed civicrm and the vanilla install does work fine. After importing the db I immediately get the error saying it can't write to the old server. I have tried using the IP address of the new server as well as domain name in the update config. http://www.fairtrademusicpdx.org/index.php?q=civicrm/dashboard&reset=1 also takes me to the same message.
Is there somewhere else that tells the db where to look for files and such?
