Duplicated Cases of the same case type for the same contact

Hi Guys,
is it possible to avoid that an operator inserts two cases with the same case type and assigned to the same contact?

is it possible to avoid that two operators inserts, by mistake, the same contact twice then checking the uniqueness of the (for example) Social Security Number  (added as custom field)?

yes, you should be able to do both the below cases via hooks

you will need to know drupal/php/mysql to write the below hooks
