After upgrade: You do not have permission to register for this event

After upgrading from CiviCRM 3.0.1 to 3.2.2 (drupal 6.19) I'm getting this error and users are no longer able to register for events:

You do not have permission to register for this event

Note that even the Admin user gets this error and this error msg also appears on the CiviCRM home page.

recheck the permissions in drupal to ensure that some did not get reset by  mistake
