We could not write C:\wamp\www\media\civicrm\templates_c\en_US\ConfigAndLog\Conf

Don't know if this is a CiviCRM problem, a Joomla problem, or a Windows 7 problem.  Has anyone else seen this?  I can write to the folder as I created an empty file with that name, but the program cannot.  Any solutions??

Might want to search here and the wiki for Windows installation tips (I think there's a whole section on the wiki).
