Dear {contact.first_name} is displayed as "Dear {contact.first_name}".
Anything has to be configured?

This is a confirmed missing feature in 1.8 and 1.9

It appears to exist only in the documentation

I'm interested in looking at fixing this, but can't take it on in the next week or two. Would be keen for input on where to start.

Repeating what we have said in the past. The contact tokens do work in CiviMail in v1.9 (and also in past releases). They do not work in "Send Email to Contacts" task from the search screen. I just tested it with v1.9 again and it worked as expected, here is my mail file

Dear {contact.display_name}:

Your name is {contact.first_name}, {contact.last_name}, {contact.email}
