403 Forbidden Error on New CiviCRM 3.2.2 installation

Though I've been using CiviCRM for a while, I'm feeling like a total noob tonight.

I just installed a brand new installation of Drupal 6 and CiviCRM 3.2.2.  I've completed the configuration checklist and have set my Drupal security.

When I try to add a new contact - no problems.  When I try to add a new event I get a 403 Forbidden error page:

You don't have permission to access /web/civicrm/event/add on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I have looked at everything and can't figure out what I've done wrong. 

Any suggestions would be great appreciated!

I'm logged in as User 0 and have full permissions.  I have a contact in Civi that is part of the Administrators group that is tied to the Drupal User 0.  The Civi Administrators group has full edit ACL on all events.
