Total Individuals not the same

Hi, I did a search for Individuals and it returned 1351. Then when I "Select all 1351", picked "Tag Contacts (assign tags)" in drop down and clicked "Go". The following pages showed Total 1951. Where did the extra 650 come from? How can I fix this inconsistency?

No, I cannot replicate it at the site. Moreover, I have several CiviCRM databases and only ONE database has such a problem. Could you advice on how to rectify it? Thanks!
