CiviCRM menu bar broken/unstyled after upgrade

Since upgrading Civi to 3.2, from version 2.something, there's a broken unstyled menu and search field stuck on the left side of the screen, directly overlaying the Drupal navigation menu and generally causing serious clutter (image attached) in addition to making CiviCRM awfully hard to use. I understand that this menu is supposed to take the form of a tidy horizontal bar along the top. How can I make that happen?

Pardon my noobness - I'm guessing this is going to be a no-brainer for a more advanced user than myself.

Did you remove all template files from the sites/default/files/civicrm/templates directory?

Deleting sites/default/files/civicrm/templates_c has no effect, and then it regenerates itself immediately.

Well that part at least is good--it's supposed to. :)

Did you empty all Drupal caches?

Did you clear your local caches via shift-refresh? Try other browsers?

It's broken in different ways in different browsers, but still broken.

Meanwhile, I finally thought to try switching themes, and the bar works perfectly in Garland. Evidently the problem is somewhere in our custom theme. I'll take any advice anybody has, but at this point it sounds like I just need to dig around in the CSS, contact the people who wrote it in the first place, or get a new theme.
