Creating report for member renewal history

Our organization would like to generate a periodic list of those members who have renewed at a higher or lower dollar amount.  The LYBUNT and SYBUNT reports give you people who have not renewed at all, but we are also interested in identifying members who renew at different dollar amounts than a past membership.  This does not appear to be an existing report.  Has anyone done this and can you walk us through setting it up?
