Problem with "pending from incomplete transaction"

I setup an event with a fee using Paypal standard

Paypal completes the transaction, but CiviEvent says " "pending from incomplete transaction" and does not send the confirmation email to the party.

Any ideas?

Make sure you've completed these steps on the PayPal site with your merchant account:
# To configure IPN for your PayPal account Click Profile -> Instant Payment Notification -> Edit
# Enable Instant Payments Notification (checkbox checked)
# Enter your CMS site home page (e.g. http://www.example.com) as the Notification URL. This is a placeholder. CiviContribute will pass the exact IPN 'listener' URL to PayPal automatically during each transaction.
