Can i create a shorter/ less data entry shown activity in the CiviCRM or is it locked

If you mean you want to eliminate some of the fields on the "New Activity" form - you'll need to create a custom copy of the template to do so. Check out the "Extending CiviCRM" chapter of the online book for info on customizing templates.
