I'm looking for recurring emails like an automated reminder every 6 months for users to keep their data up-to-date.

Is the only option for this to wait for 3.4?  (I've seen it in the roadmap)  Or is there a plugin existing somewhere that allows it and it just isn't in the core package yet?

Just a work-a-round suggestion until someone else comes forward with a recommendation. However newsletter module (with a recurring option) might do the trick until the next CiviCRM upgrade comes to pass.
