PayPal Pro recurring payments - first installment

The automatically generated start date for PayPal Pro recurring is obviously causing problem with the first installment (I am using unaltered CiviCRM 3.2.1).  The PHP code (drupal file .../sites/all/modules/civicrm/CRM/Core/Payment/PayPalImpl.php) generates the start date to be today's date 00:00:00 GMT, which means by the time PayPal Pro sets up the recurring profile, the time for the first installment has passed.

Should this be reported as a bug, or has it been already fixed in a newer release?  Advice appreciated.
