Dashboard not working in 3.1.1

I add the activities widget to my dashboard right screen area, then I click the DONE button.  I get the following error in a block on the resulting screen:

Authorization Required
This server could not verify that you are authorized to access the document requested. Either you supplied the wrong credentials (e.g., bad password), or your browser doesn't understand how to supply the credentials required.

Additionally, a 401 Authorization Required error was encountered while trying to use an ErrorDocument to handle the request.


I get same error if I click on the Refresh Dashboard screen button. 

What is causing this?  I'm logged in with site admin credentials and full permissions to CiviCRM.
