When I send a mass mailing via advanced search results, the email is delivered both to the intended recipients (returned through the search) AND to members of the base group.

In this case, my email was sent both to people who had attended a particular conference (the intended recipients to whom I wanted to send conference notes) and to people who have expressed an interest in attending conferences (the base group, who shouldn't have received the conference notes). 

Does this mean I need to use an empty group as the base group?  Or am I missing something?

(Apologies if this has been covered before - I've had a look but couldn't see anything)

Yes, this is how CiviMail works.
We have a base group called "Mailing Base Group - empty" that we use for search-originated mailings. You can also put the admin email  address into the group.
A caveat: if you put a person into the group and then remove him/her from the base group, even if the person is later returned in the search, they won't get the email, because Civi thinks that by having removed them from the base group you don't want to send them any such emails anymore. So be careful when adding people to the base group and then removing them. The only way to allow them to receive such emails again is delete the log entries of the removal in the database.
