Organizations Access to only their Reports/Members?

If I set up 50 different "organizations" that represent "states".  Can I then give the "Membership Leaders" login access to JUST their "Organization"?  Even further, sub organizations under states (cities) access to view reports for only their "Cities"?

You can do some of this using the ACLs - check the book about ACLs and it should give you a clear recipe but basically it means people in Group A can be limited to seeing only those contacts in Group 1, ditto for Group B and Group 2.
