It seems to me that when this hook is called

tokenValues( &$values, &$contactIDs, $jobID )

There is no way for the function being called to determine which functions are required. It would make sense that it passes in an array of tokens that are in the missive to be translated so the function can only do as much work as needed.

Not sure how much work would be involved in this
