Tag sets chapter

I have just read the tag sets section of the book (chapter 14. Groups and Tags) and I did not understand what the functionality offers. As I do not use the functionality at the moment, I would not know how to improve the section either  ::) Once I do (understand that is), and no one else has changed it in the mean time I will change it. But if you read this post, and do understand the functionality: please change the section!
