Change default 'location' for phone and email

this was posted under another post...I think the post had gone dead, why is it that when the home is marked primary, a search that brings up that record still displays the work record , ie the one you would send an email to (using the simple mailer, not civimail)? Is there a way to make the home the default email in all cases, short of marking each individual record's home email as the one to be used for "bulk emailing." The only other thing I can think of is match update via profile.
