Yes, you could configure events which requires admin approval, so all participant registration for this event require admin approval to become confirm.

To configure event for admin approval go to  :
1. Manage Event -> Configure -> Online Registration -> check 'Require participant approval?' option.
( If this option missing - you need to enable some participant statuses
Go to Administer -> CiviEvent -> Participant Statuses -> enable ( Awaiting approval, Pending from approval and Rejected ) statuses. )

Now to approve participant registration go to Events -> Find Participants -> search -> - from more actions - select 'Change Participant Status' -> update status
