Requiring User Password Change ?

Is there a way to require a user to change their password when an administrator sets up the user and the user is logging in for the first time?

Perhaps we could also say something in the New User creation email - where is the content of the new user creation email changed?  I've searched the admin pages and the docs, but can't seem to find how to change the message.

This is a drupal or joomla isssue (the cms creates the new user). please repost the question in the drupal support forums
