When clients make contributions using the public web form, all of the data works fine meaning the Total Amount has the proper value and the non-deductible field has the value 0.

When we enter credit card information for the user in the civicrm admin area and select 4210 Annual Giving, then the amount donated is also listed in the non-deductible field even though the non-deductible field has been left blank.  The "Tax Deductible?" checkbox has been checked in the Contribution Types admin area.

Has anyone had this problem?  We are using CiviCRM 2.2.8 and Drupal 6.16.
