Hi,

You are A member of civiCRM community, welcome. various places your help could make a difference, read this chapter (from a book written by the community):

As how to become THE member, you might need to get rid of all the other members and I'm not an expert on weapon of mass destructions,  can't help you on that one (and at least for self-preservation, I would suggest you NOT to start that quest ;)

Alternatively, if you want to know how you can have some one get a membership on your civicrm set up, you create a Membership Type, you create a Contribution Page and fill out Membership settings, plus Profiles, and then use the Contribution Page to become a Member, or find a CiviCRM contact and click on the Membership tab and enter the membership back end.

Just covering the extremes of answers depending on what you were really asking.
