No "relationship type" dropdown

On a site using 3.1.2 there is no "relationship type" dropdown when editing a membership type. The label is there, but no dropdown. Is there some configuration I  missed, or is this feature limited to more current versions of CiviCRM?

It is like this in my installation (CiviCRM 3.2.1) too.  I think it is by design. 

Instead of editing the "relationship type" within a "membership type" you've already created you have to create a new "membership type" with the appropriate "relationship type".
