Drupal permission change requires navigation menu rebuild?

Hi,

On CiviCRM 3.1.3, I'm finding that if changes to Drupal permissions would enable a new item in the navigation menu, that new item is not visible to the user until the menu is rebuilt.  Maybe I should have known that, but can anyone confirm if this is expected? 

That is, should it be standard practice to rebuild the navigation menu after changing Drupal permissions that affect display of menu items?

Yes, menu should be rebuilt after Drupal permissions changes. Don't remember if it was implemented in 3.1 or 3.2, so you might consider upgrading
