I have been giving myself a headache with my civicrm installation:

It wants full access to /sites/default and /sites/default/files.  So I give it full read, write AND execute permission (it only works with execute included unlike instructions which say read-write).

After the installation script, the /sites/default/files/civicrm folder is created with a DIFFERENT USER from my user account.  The permissions are 744 so I can't delete the folder or change the contents!  The only way to delete is have my host reset all privileges on the server.

I realise that part of the issue is that the apache/httpd user is different from my user and not in the same group.  BUT why is civicrm creating folders with 744 permissions?  It should not do that!

Does anyone know where in the code I can prevent it doing this?

It would appear to me that your host has some non-standard settings. CiviCRM does not require execute privileges in those directories to install on most standard servers. Sounds like the same applies for the issue of which user is used to create directories.

The directions for installation are well tested and known to work in most situations.
