Cannot import or export custom fields

I have two CiviCRM installations on two different Drupal installations, one is CiviCRM 3.2.3 and the other is 3.1.4. On the 3.1.4 installation I was able to create custom fields and import into them and export out of them. I have recreated the same custom fields in 3.2.3 but they never show in an export or an import; I have tried to view the fields side by side but I am seeing no difference in settings between the two. Any thoughts on what might be happening here?

Can you try to replicate this on http://drupal.demo.civicrm.org
