When I go to civicrm.org and click Help then Online Documentation I get

The first time.
Then it works fine?
Then it works after that?
This has happened for a few weeks so I figure it might not just be me.

I think this is a cookie / session issue on your local machine. The actual link on the CiviCRM.org Help page is:
http://wiki.civicrm.org/confluence/display/CRMDOC

... and for me this redirects to the default home page for that wiki space:
http://wiki.civicrm.org/confluence/display/CRMDOC/Documentation+Home

Maybe clear your cookies for wiki.civicrm.org and see if that fixes it for you.
