how big a job is translation?

Someone has just asked us about getting Civi translated - into Welsh and afaik there's no progress on this to date. SO the question is: how much work is involved in putting a translation together? They are considering how much of the effort they could supply through their staff and volunteers and how far they might get on a first pass.
Any thoughts and experience on organising a team and going about this kind of thing?

Translating absolutely everything is quite a task. For example, there's all the country names and provinces of each country. You probably don't need to translate that at first.

You can also go by component. The translation files are split up by purpose (base, menu, admin, event, mailing, etc.). So you can start and see how it goes.

If you want to do "quick and dirty", you could also do things like override the translation function to dump all strings to a text file or database, ask a user to browse the main sections of CiviCRM that will be used, then send those strings to a translator, and re-intergrate them into the .po files using an offline editor such as poedit (and a memory).

But it's hard to esimate the work itself. It depends a lot on the experience of the translator, their experience with technical terms and their knowledge of CiviCRM.
