Limiting edit access to contact notes only

We are trying to setup the ACL to limit certain users to view contacts only, but also have the ability to add and edit the notes section.

Currently I have managed to allow these users to add a note to any contact, however it only allows this one single time.  After the user has added a note, they cannot go back and edit the note, and more importantly are unable to add an additional note on that contact.

It doesnt seem like civicrm has this kind of granular control, however, since the users are able to add a note once, I have hope that it is possible.

Thanks for any help and advice anyone might be able to provide.
