I have finally got all the settings of joomla and civi tweaked so that a joomla login is trying to be created as someone fills in a civi profile to create a civi contact.

Now the error "Not on preapproved roster" is appearing as a joomla error. The civi contact has been created ok.

I have tried altering the global settings for joomla registration - making no difference.

I am wondering if it is a plugin that should not be in play? or one missing?

This is civicrm 3.2.3 joomla 1.5.22

Joomla global registration set to allow, and tried new user account activation both on and off

Authentication - CiviCRM plugin active
User - Civicontactonly plugin active
CiviHelper has been uploaded

Answer:

There are two plugins "CiviContactsOnlyUserPlugins limits registration to individuals in the CiviCRM contacts database."

User - Civicontact - "This plugin puts the CiviCRM contact_id in the session after login. "

I had the "User - Civicontactonly" plugin enabled in error - thus the error "Not on preapproved roster" - the new user can only log in if "Pre-approved" - all makes sense.
