Activity Dashlets report "false" - can't call URLs

I have the same issue as set out in this thread:

Where the dashlets return "false".
I have checked with my shared hosting provider who tells me that

"Whilst you're fully able to lookup domains from the same web server, if you're attempting to create a "loopback" connection on port 80 then this will be filtered by our firewall - This will occur when a script attempts to open a connection from the server, back to the same server on port 80.

I'm afraid this is a security setting enforced by our system administrators to ensure the reliability of our web servers, to ensure they remain stable for all customers. It's not something that can be changed on an individual account basis, apologies."

Is there any solution for this (other than moving hosting companies, obviously!)

It doesn't seem to. There is no change in the symptoms. I put up a 3.3b1 test site and made the patch to that too, and it didn't seem to make any difference either. Perhaps I'm wrong in my diagnosis of the problem...

Yes.
Just trying to understand the effect of the patch, though: before it would have tried to call http://www.DOMAIN.uk/administrator/index2.php?option=com_civicrm&task=civicrm/dashlet/activity&reset=1&snippet=4
what would it be trying to call now, and how? If I know perhaps I can check with my host whether that method might be blocked too...

Basically we changed from using absolute to relative url.

I have applied the patch and there is no change. Dashlets still show "False."
