No Bulk Emails (User Opt Out) - not being respected

As per the title in a 3.2.3 civicrm/drupal 6 install, civimail bulk emails are going out to contacts that have the no bulk email flag ON (several cases noted by the client).

Is that flag checked when the list of recipients is built, or at the point of sending out? Are there particular table entries I should look at?

I'm asking because the client did re-import the address to create a new group for the mailout, so it's a bit of a funny edge case in that respect, but the flag was not reset.

any chance the email is used for several contacts - we had same issue, client's contact complaining they had opted out - but same email being used by 4 family members  :P

From a quick check, this flag is being checked in CRM_Mailing_BAO_Mailing::getRecipients(), which is (indirectly) called on every CRM_Mailing_BAO_Job::runJobs() call – so at the point of sending out.
