user warning: Smarty error: problem creating directory '/var/www/vhosts/jeconline.org/httpdocs/jec/files/civicrm/templates_c/en_US/%%BE/BED'
just installed the latest civicrm 1.9 and getting the follwing error when creating a new event

in /var/www/vhosts/jeconline.org/httpdocs/jec/sites/all/modules/civicrm/packages/Smarty/Smarty.class.php on line 1095.

Is this a new installation or an upgrade from a previously working installation?

If new, it might be a permissions error. Make sure templates_c is writable by the web server.

You might might need to clear the cache, which I think can be done safely by deleting everything under templates_c . (Back-up, Attempt at your own risk.)
