Apparent Smarty / custom templates error in installation of "moved" Civicrm

I am recreating a CiviCrm environment on a new machine.  The database is from a dump of the installation on another machine.  The config files have been changed properly and the installation is almost perfect but here is the problem:

On the CiviCRM Admin - Global Settings - Directories If I put any value at all in the field "Custom Templates" then when I try to go to Administer CiviCRM I get a blank screen, and cannot go any farther.  I have created the directory properly, set owner to the webserver (apache:apache) etc.  If I backup my browser and cancel any entry in that field, I go forward with the installation and all works excelpt,

I get the following error in the error reporting area of the home page of the drupal application:

warning: Smarty::require_once(/var/www/vhosts/vh01/html/sites/all/modules/civicrm/packages/Smarty/internals/core.get_include_path.php) [function.Smarty-require-once]: failed to open stream: No such file or directory in /var/www/vhosts/vh01/html/sites/all/modules/civicrm/packages/Smarty/Smarty.class.php on line 1650.

Odd because the file does exist in that directory, sort of, but with the following extension:

[root@linuxhost internals]# ls -l | grep include_path
-rw-r--r-- 1 apache apache 1002 2007-11-15 13:17 core.get_include_path.php0000664
[root@linuxhost internals]#

very bizarre this extension. In the original installation the file had a proper.php extension. 

I do not know if they are related problems.

Any help please?

It might mean something broke when during the uploading/moving of the files. Can you try uploading the proper core.get_include_path.php file there?

I have been working with the original poster on this problem. I installed the same source on my own machine (we are both running Fedora Core 7). My installation was success. The only thing I am aware of that was different in the way he did it was that when he specified the custom template file he did not put a training slash (/).

As I said, we both installed from exactly the same source to similar FC7 machines.
