In CiviCRM I create a new mailing to go out to my newsletter list. I then attempt to send a test email in CiviCRM. I get the following error message after a long wait:

"Sorry. A non-recoverable error has occurred.
A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond."

When testing CiviSMTP Account Settings for my account "Andrew Himes" I get the following success report:

"Civimail User Check : successfully authenticated.
SMTP Authorization Check : SMTP Authorization Succeeded! This proves that the SMTP server is up and that the SMTP Authorization is working with the SMTP username and SMTP password you have entered.
Email Domain Check : The MX records for newsletter.andrewhimes.net are correctly configured
SMTP Account settings updated for Andrew Himes"

Can you tell me why CiviSMTP server is not responding properly in order to actually send out the mail?
