3.2 upgrade and close case activity

just ran into a significant issue. as part of the 3.2 upgrade (alpha 3 upgrade step, to be precise) we remove the close case activity. this is because that action is now handled by the change case status type.

but the upgrade script actually deletes all instances of the close case activity, with no respect to existing data -- it doesn't attempt to move to the change status type or anything. that could mean significant data loss for orgs who have actively used that type. and because of cascade delete, we lose the assignees, targets, and all custom data.

i think that upgrade code should be removed and we should just disable the close case activity option value instead of deleting.
