Mail run stuck at 82% - why? how to complete the run?

I set off a mailing yesterday by hand (civicrm/mailing/queue&reset=1) and in following up later in the day discovered that a number of people appeared not to have received anything.

The mailing report shows 82% completion and reports that it is still running.

a) any ideas what to do to help it complete or work out why it didn't would be appreciated.
b) how do I get it to complete, or send another mail to just those people who did not receive the first? I do know about excluding recipients of a previous mailing, but I am not sure how smart the system is - does it exclude everyone on the list (intended recipients) or does it exclude only actual recipients?

Update - triggering the queue again has edged the delivery on to completion, so that answers the first question, but I'd still like to know what happened and how to prevent it happening again.

I'm going to be fishing around for some server logs, though without any idea what I aught to be asking for!

I had a similar occurrence.  Our biggest mailing to date (2800 recipients) stuck at 48% when checked this morning, processing the queue again got it to about 85%, then again (about an hour later) to complete.  Not sure if it's because of updates (updates to civi and drupal were done last week) or simply the size of the mailing.

Where would logs be found that would would what's happening?

I would suggest you contact your host or sysadmin and ask if there are limits to outgoing mails per hour or some such. Sometimes such limits will stop a CiviMail process, and not all hosts take the time to notify clients when that happens.

Yes that's right. We host with hostgator and they have a limit of 400 emails per hour, so we had to set civimail to only send 350 mails each hour and then it worked fine. You can check with your host what their limit is and apply settings accordingly.
