How to Determine Installed Version/Build

How can I determine the version number of an installation?  At the bottom of the CiviCRM Home page I see:

 CiviCRM ID: 107
Powered by CiviCRM 11613. CiviCRM is openly available under the Affero General Public License (AGPL). Download source. View issues and report bugs. Online documentation.

I believe we are running 1.9 but want to know the exact build.

I believe that 11613 is your build ID

I don't believe it is. How do I tell for sure? I say that because the footer doesn't show the release number.

It should be in (a) the footer of your install’s pages, (b) civicrm-version.txt and (c) templates/CRM/common/version.tpl.

This is strange; the footer sources templates/CRM/common/version.tpl, so it seems you somehow have a badly-built version.tpl. Are you sure you’re not running an svn-checkout-based install?

The problem is solved. I just installed a newer version, replacing the one I cloned from. It is now showing the correct build in the "footer" and the .txt file shows it as well.
