We want to hold a workshop, but only if we reach a minimum number of registrants. My ideal setup would be to take registrations and credit cards now, but not charge the card until a week prior to the event to ensure we have the minimum required number of registrants. We use PayPal with Civi for cc processing. Is this setup possible?

If not, I guess we can charge them now and issue refunds if the minimum doesn't happen. Can Civi tell Paypal to refund the charge, or do I need to handle that separately in each system?
