dashlet cache is not by user

I noticed that the Activities dashlet is caching the content of the dashlet at global level and not by user.
Therefore when a user logs in he can see the last reloaded activities dashlet by another user. In other words when user A logs in, he sees the activities dashlet for user B if the expiry cache limit hasn't kicked in yet.

Is this by design? Is there a way to cache the dashlet content by user?
