We need to set up two sections to CiviEvent that would allow one department to set up training days as events, but we need them to not be able to access the fundraising departments events and vice-versa.

Does anyone have any ideas to do this?

You should be able to do this by implementing the hook:

for the table civicrm_event. We dont have an example for this as yet, so if you do so, please publish your code so others can benefit
