Date proccesing on Report CSV export incorrect

Hi there,

I'm working on a new CiviReport (Member Detail) and I noticed the date formatting on CSV exporting is not ISO 8601 (the usual: 2010-12-23 format)  standard.  

Rather Export in CSV omits the - and just gives 20101223 which is interpreted by most readers (human and computer) as an integer, not a date.

I'd like to fix this, as well as make some improvements to a few reports.  If someone can guide me to the place where these CSV export  dates are formatted I will commit the changes and submit a patch.

I was last looking CRM/Report/Form/Member/Detail.php but that's not where the date formatting happens I don't think, and I can't figure out where it does.

Check CRM/Report/Utils/Report.php file, export2csv() function.
