Error: You need to set up a secure server before you can use the Force Secure UR

We use civicrm-v3.1.5 on joomla-v1.5.22/php-v5.2.6 on debian lenny.  Our secured site:
https://oakvillegreen.org:8443
It's a virtual host alias for:
http://oakvillegreen.sheridanc.on.ca

My issue is that I'm getting the error on the subject above when trying to set the resource URL.  Here's a screenshot:
http://it.sheridanc.on.ca/support/civicrm.png

It sends a POST to apache and it looks successful:
[my ip] - - [21/Dec/2010:11:04:48 -0500] "POST /administrator/index2.php?option=com_civicrm&task=civicrm/admin/setting/url& HTTP/1.1" 200 10916

Any idea on what the problem is?

thanks,
Ryan
