Looks like I'm waiting around. Right now, it results in me going into the tables and deleting it manually, which I would rather not do.

That is not nice.....but i sometimes have to wait for a day to get someone who has experienced a related problem. If that does not help, can you get someone that could dive into the problem on your specific site? I am afraid there is not much else I can do for you right now  :-\

There's nobody at our organization who has programming skills. We could pay for someone to debug it, but that, in a sense, defeats the purpose of having gone with CiviCRM. If someone else is willing to hand-hold me through debugging this, then maybe we could come to a solution on this. It's clear I'm not the only one with this problem since someone else posted this first.

I strongly suspect the problem is caused by the total configuration you are using, not necessarily by the CiviCRM code. It will be difficult to find and solve  the occassional difficult issue  if there is no one in your organisation with the required skills. That almost automatically means that in some cases you will require external help, whether you use CiviCRM or any other software.

I am having the same issue after upgrading from 3.1.1 to 3.3.1. and upgrading Drupal from 6.17 to 6.20
I switched themes to garland which didn't make a difference.
Did any one have any luck finding an answer to this issue?

OK I fixed this for us by deleting the civicrm folder in sites/all/modules and downloading a fresh copy from Sourceforge.
Then running the upgrade script again http://<your_drupal_home>/civicrm/upgrade?reset=1

Hopefully this will help someone else as a few people have posted this problem....
