Manual uninstall of CiviCRM leads to unability to delete settings.php file

I had CiviCRM 3.3 installed in Drupal 6.20, and then manually uninstalled it because I was unable to set a price for an event. Dropped all civicrm related tables and truncated session table. Want to do a fresh install of CiviCRM but are unable to do so because I get the message that it is already installed. I am unable to delete the civicrmsettings.php file as well as the civicrm.php file. That is, I can delete them but somehow these files are restored. The moment I refresh their back.
Can someone give me a clue how to totally uninstall civicrm and make my drupal clean again in order to do a new install or to get rid of these returning files???

I don't think the civicrm.settings.php file can return by itself. One thing to try is to first make 100% sure that CiviCRM is not enabled in admin/build/modules and then remove civicrm from your sites/all/modules folder altogether and then make 100% sure that the civicrm.settings.php file is deleted .

Use the site and bit make sure that file doesn't "return" and if it does, ask your host why.

Then try to reinstall.

Thanks. I contacted the hosting provider and they removed the files. According to them the "/default/" folder had no permissions set and therefore files within could not be deleted or changed.
Everything is deleted and newly installed now.
