I found http://forum.civicrm.org/index.php/topic,9838.0.html which led to http://issues.civicrm.org/jira/browse/CRM-2939.

Since 'management' REALLY wants to have an AJAXy county selector I tried to apply the patch manually to my CiviCRM 3.3.1 running on Joomla 1.5.22. Suffice to say it doesn't give me any errors but the list of counties doesn't get filtered.

I THINK the problem is in civicrm/templates/CRM/common/stateCountry.tpl since I'm not seeing the cj(etc...) for the county getting output in my edit screen.

I know the patch probably is probably a bit rough around the edges and I apologize for that in advance. I don't often submit patches and this is definitely my first CiviCRM patch attempt. I've attached it to CRM-2939 as well as here as a .TXT and anyone that could offer some advice would be thanked profusely.
