Why dates set to read only?

The date picker would not appear for the contact date fields such as birth date and deceased date, because for some reason the field is being set to read only.

I solved the problem temporarily by hacking jcalendar.tpl as recommended here:
http://forum.civicrm.org/index.php/topic,15902.msg69728.html#msg69728

However, I am still hoping to find a real solution to the problem.  I can't see where the read only setting is coming from.  Is it a permissions issue?  It doesn't seem to be.   It also doesn't appear to be a template issue.  (Same problem with various templates including the core templates.)

By the way, the date picker appears just fine on contribution fields (with no need to hack the code).

Any suggestions would be appreciated.
