Giving unauthenticated users access to the toolbar

When I am logged in as an authenticated user I have access to the CiviCRM tool bar where I can search for contacts. I would also like unauthenticated users to be able to do the same. I have the CiviCRM permissions for both set the same however only authenticated users have the tool bar. Is there a setting for this?

The first level options in the tool bar for an unauthenticated user are: Home, Search, Contacts, Help. I really only want Home, Search, Help. Is there a way to customize the bar depending on whether you are authenticated or not?

Menu bar "responds" to various Civi-related Drupal permissions by role (unauthenticated = anonymous role). However, not sure if there's a combination that suppresses Contacts menu - experiment with it I guess. I do get the Quick Search box in the menu bar if I give 'access CiviCRM' + 'view all contacts' permission to anonymous role.

Assume you are knowingly wanting to expose your entire DB of contacts to the world :-)

I have all of my Contacts in one group or another and I am using ACLs to limit what groups the users can see. Anonomous users can only see group A while authenticated users can see groups A & B and users in the development group can see groups A, B, & C, etc. At least this is my hope...
