How to create a "read only" CiviCRM user

I can't seem to be able to find a way to create a role, such as CiviCRM Viewer, which has read-only rights to the CiviCRM database. Any suggestions?

You can create a drupal role with "access CiviCRM" and "view all contacts" permission

No. We need to be able to use OG to filter visibility. The View All Contacts permission gives the ability to view contacts in the entire database

I have since found out that I could use the Drupal Views module to help with this but the use case requires that the "read only" user be able to perform CiviCRM tasks like create mailing lists, smart groups, etc. without being able to change contact data. They would also have to be restricted to viewing contact data in any OG group to which they belong.
